Represents a value inside an on filter.

For example, #[rustc_on_unimplemented(on(name = "value", message = "hello"))]. If it is a simple literal like this then pieces will be [LitOrArg::Lit("value")]. The Arg variant is used when it contains formatting like #[rustc_on_unimplemented(on(Self = "&[{A}]", message = "hello"))].
