Emits a call to llvm.codeview.annotation which results in CodeViewAnnotationArgs::ARGS being written to the PDB as an S_ANNOTATION record.

Works only with targets that use PDB debuginfo and with the LLVM backend. Is a no-op on other targets and backends.
