Unstable compiler flags that compiletest passes to UI tests on its own, i.e. without specific
tests opting into them explicitly.
This should include both flags that are always passed unconditionally (e.g. -Zui-testing) and
flags that are enabled across the whole test suite when compiletest is configured in a
certain way (e.g. a specific -Zcodegen-backend being used for all tests).
Note: try to keep this up-to-date with TestCx::make_compile_args.
